What is a Political Action Committee?
Political Action Committee or “PAC” refers to the legal organizations authorized by federal and state election law to collect contributions from members and use this money, in turn, to make contributions to election campaigns.
What is NYPE-PAC?
The New York Professional Engineer Political Action Committee (NYPE-PAC) is the nonpartisan Political Action Committee of NYSSPE. It is affiliated with NYSSPE as a voluntary, nonprofit, unincorporated committee, with its own bylaws and officers, authorized under state law to raise funds from NY PE’s and to contribute to candidates in statewide election campaigns. NYPE-PAC is the only political committee that represents professional engineers in the political process.
Why was NYPE-PAC formed?
NYPE-PAC was formed to empower engineers to be more involved in the determination of state laws and policies. NYSSPE decided to create a mechanism that would allow the engineering profession to channel its financial and grassroots support to help elect candidates who are responsive to the engineering profession’s goals and viewpoints.
What are the goals and objectives of NYPE-PAC?
NYPE-PAC’s primary goal is to influence public policy issues relating to the engineering profession. Its objectives are:
- to contribute to candidates who demonstrate interest in the services of engineers in matters of public policy, or who are in a position to affect the interests of engineers;
- and to stimulate more active involvement by engineers in the political and legislative process.
Who directed NYPE-PAC activities?
NYPE-PAC is governed and directed by a three-member Board of Trustees. The trustees are elected by NYPE-PAC’ voting members (contributors of $20 or more in a calendar year).
What is the relationship between the NYPE-PAC and the NYSSPE Legislative & Gov’t Affairs Committee?
NYSSPE Legislative Committee is involved in identifying issues, developing policies and priorities, and implementing action (lobbying, testimony, etc.) The NYPE-PAC, through its volunteers, works hand in glove to reinforce the Legislative & Gov’t Affairs Committee activities. However, by law only the NYPE-PAC can raise and contribute campaign funds. The Legislative & Gov’t Affairs Committee depends on the PAC to support the campaigns of candidates for office and members of the legislature who support the public policy goals of NYSSPE.
What are some specific areas of NYSSPE involvement in state issues?
The NYSPE Legislative & Gov’t Affairs Committee and NYPE-PAC have worked to establish strong relationships with members of the New York State Legislature and have been very successful in representing the engineering profession. These efforts have prevented other vocations from impeding traditional engineering practice, helped curtail the illegal practice of engineering by enacting a “Certificate of Authorization” Law, and given the profession a voice in the New York State Budget process to maintain the funding necessary to keep infrastructure projects going statewide. Other legislative issues include “Design Liability Reform” which seeks to enact Statute of Repose and Certificate of Merit Legislation; as well as legislation that allows engineering firms to offer an ownership position to a non-licensed employee.

There is strength in numbers, whether you measure in dollars or by individuals who take the time to participate in the legislative process. NYPE-PAC and the Legislative & Gov’t Affairs Committee need both to be successful.

Contributions to NYPE-PAC should be made payable to “NYPE-PAC” and sent to c/o NYSSPE, 6 Airline Dr., Albany, NY 12205. Remember, NYPE-PAC can accept only personal contributions. Contributions to NYPE-PAC are NOT deductible as charitable contributions.
